If the law enforcement agency later reports that the child is no longer missing, the mark must be removed from the record (along with any evidence that it has ever been marked). A student in grades 9-12 is considered to be a full-time equivalent student if the student is enrolled in at least five units of instruction per school year. Beginning in 2015-2016, districts are required to: 1) identify students who are at risk of dropping out using a research-based, locally based method (with input from classroom teachers and guidance counselors) and 2) develop a student success plan for each of those students that addresses the student’s academic pathway to a successful graduation and the role of career-technical education, competency-based education, and experiential learning, as appropriate, in that pathway. Following the development of this plan, districts must provide career advising as specified in the district’s policy on career advising. (See CAREER ADVISING, STUDENT above.) A school district educating a student with disabilities is to require parents of that student to obtain a comprehensive eye examination by an appropriately licensed provider. While a district may not withhold services if the parent does not obtain the examination, the notice to the parent must be made within three months after the child begins receiving services for the first time. (The requirement need not be communicated to parents if the child has received a comprehensive eye exam in the nine month period prior to being identified.) Unless the examination is necessary for the identification of the disability, the development of the IEP, or a related service under the IEP, the school district is not responsible for paying for the eye examination. School districts are required annually to report the number of students enrolled in the district and eligible for the exam and the total number of students actually receiving the examination. In cities of 50,000 but less than 150,000, boards, which have elected to have sub-districts, must redistrict within three months after the announcement of federal census results. In any city district, 10% of the electors may initiate a petition asking electors “what shall be the number of members and what shall be the organization of the board...?” In developing a student’s success plan, the district must invite the student’s parent, guardian, or custodian to assist in developing the plan.

SUBSTITUTE LEVY

A board of education of a city, exempted village, local, cooperative education or joint vocational school district may propose to its voters the approval of a substitute levy, which basically substitutes for all or a portion of one or more existing emergency levies.

An emergency levy can be proposed for a limited time (up to ten years) or for a continuing period of time.
