TREASURER AS CFO

The treasurer is the chief financial officer of the school district.

The treasurer shall direct and assign employees directly engaged in the day-to-day fiscal operations of the district or service center, as those employees are so designated by the board of the district or service center. However, this section of the law makes no references to any authority or responsibility to recommend changes in contract status for the individuals directed and assigned by the treasurer on a daily basis. The board appoints the treasurer at a regular or special meeting held not later than May 1 to a contract for a term not longer than five years beginning August 1. The treasurer is deemed reemployed for one year if the board takes no action on the treasurer’s contract by March 1 of the year that the contract expires. The board may renew the contract any time during the calendar year preceding the year of the expiration of the contract. The treasurer must hold appropriate license unless eligible as an “otherwise qualified treasurer” as defined in this section of law. No board of education, other than an island district, shall elect a person treasurer who does not hold a valid license issued by the state board of education under Section 3301.074 ORC. Two or more boards of education may employ the same individual as treasurer. An ESC superintendent may act as treasurer of an ESC governing board. This can occur when the ESC is not the taxing district for the county school financing district and when the governing board has chosen not to act as the governing board of the county financing district. The board fixes the compensation of the treasurer at the time of appointment and may increase or decrease salary, but any decrease must be part of a uniform plan affecting salaries of all employees of the district. Board may compensate treasurer for unused vacation at the time of separation but cannot exceed the amount accrued during the three years prior to separation. Treasurers “direct and assign employees directly engaged in the day-to- day fiscal operations of the district or service center, as those employees are so designated by the board of the district or service center.” However, this section of the law makes no references to any authority or responsibility to recommend changes in contract status for the individuals directed and assigned by the treasurer on a daily basis. Except under limited circumstances, a treasurer may be simultaneously employed by more than one school district.
