The superintendent of any school district is permitted to afford to any student who is enrolled in a community school or STEM school and who is not entitled to attend school in that district, the opportunity to participate in the school's extracurricular activities if (1) the student's school does not offer the extracurricular activity, and (2) the activity is not interscholastic athletics or interscholastic contests or competition in music, drama, or forensics. A school district board of education cannot require a community school student to enroll and participate in one or more academic courses as a condition to participating in an extracurricular activity. A school district board of education is also prohibited from imposing additional rules on a community school or STEM school student that do not apply to other students participating in the same extracurricular activity.

The Ohio Department of Education does not oversee community schools. Instead, it is responsible for approval and oversight of the sponsors of these community schools. If the entity (seeking to sponsor) operates or sponsors other community schools outside Ohio, at least one of those schools must have a designation equivalent to continuous improvement or better. In addition, the department is required to issue by December 31 of each year a report regarding the effectiveness of academic programs, operations, and legal compliance and of the financial condition of all community schools. Digital schools in operation on May 1, 2005 are permitted to continue operation even if a new sponsor is secured. After January 1, 2013, up to five digital schools per year may be approved to open, but they be able to demonstrate experience and quality. Digital schools were required to comply with standards adopted by the International Association for K-12 Online Learning by January 1, 2013 (new schools) or July 1, 2013 (existing schools). A board of education may include community service as part of its educational program. In order to do so, the board must establish a community service advisory committee and develop and implement a community service plan. The board must also use a rubric (based on guidelines from the state superintendent of public instruction) to evaluate “whether a community service project warrants recognition on a student’s diploma.” The board of any school district other than an educational service center may provide by resolution for compensation not to exceed $125 per member for each meeting attended. Board members of an ESC may receive up to $125 per meeting, plus mileage at the Board established rate for attendance at any meeting of the board. Board members of a
