of date of birth at the time of admission. Under such circumstances, the child’s parent, custodian, or guardian must provide that proof within 90 days after the child’s initial entry into the school. In the course of administering the elementary and secondary achievement assessments, the following information of a student or the student’s family may not be “collected, tracked, housed with, reported to, or shared with any entity, including the federal or state government”: social security numbers, religion, political party affiliation, voting history, and biometric information. Each school district, community school, and STEM school must incorporate dating violence into existing policy prohibiting harassment, intimidation, and bullying. Every school district must provide in its health education curriculum in grades 7 through 12 “age-appropriate instruction in dating violence prevention education.” ODE is required to post on its web site links to free dating violence prevention curricula. Parents may examine a school’s dating violence prevention instructional materials. Each school district, community school, STEM school, and ESC must provide training in dating violence prevention for all employees who work in a middle or high school as a teacher, administrator, counselor, nurse, or school psychologist. The training includes not only the bullying, harassment, and intimidation but also the prevention of child abuse, of violence, of substance abuse, and the promotion of positive youth development. Training also must include youth suicide prevention and awareness. The board is prohibited from incurring debt except as provided by law. Ohio Revised Code Section 133.01, which authorized spending reserve borrowing, was repealed in 1997. Securities issued pursuant to Ohio Revised Code Chapter 133 must be signed by the president or vice president of the board and by the treasurer. If either is unable or unavailable to sign, any other officer could sign so long as that officer was designated by a resolution adopted by the board. School districts can transfer money in a debt service fund to a specific permanent improvement fund if the county budget commission determines that the money to be transferred will not be required to meet the obligations payable from the debt service fund. The school district will ensure that the principles of democracy and ethics are emphasized and discussed wherever appropriate in all parts of the curriculum for grades K-12 and adopt policies that encourage all school personnel to be cognizant of their roles in instilling ethical principles and democratic ideals in all district pupils. Each board of education must ensure that each student with diabetes receives appropriate and needed diabetes care in accordance with an order signed by the student's treating physician.
