For students who entered ninth grade before July 1, 2014, boards must also grant diplomas to students who pass four of the five Ohio Graduation Tests provided that the students meet certain requirements regarding a score within ten points of the minimum required, outstanding attendance, acceptable behavior, and appropriate teacher recommendations. For the 2015-2016 school year, districts cannot be required to administer the required state assessments in an online format but are instead permitted to administer the assessments in any combination of online or paper formats. In addition, ODE is to furnish the assessments at no cost. A person who has completed the final year of instruction at home and has successfully fulfilled the high school curriculum applicable to that person may be granted a high school diploma by the person's parent, guardian, or other person having charge or care of the person. Beginning July 1, 2015, a home schooled student's diploma must include either: (1) a certification signed by the superintendent of the student's district of residence that the student and student's parent have fully complied with the requirements of state home instruction law or (2) the official letter of excuse issued by the district superintendent for the student's final year of home education. The district superintendent is required to sign any diploma presented to the superintendent if the student and parent have complied with the requirements of state home instruction law. A diploma granted to a home schooled student serves as proof of the successful completion of that person's applicable high school curriculum and is satisfactory to fulfill any legal requirement to show proof of graduation. For the purposes of an application for employment, a diploma granted to a home schooled student will be considered proof of completion of a high school education, regardless of whether the person to which the diploma was granted took any of the state high school achievement assessments. Boards may adopt policy granting high school diplomas to veterans of World War II, the Korean Conflict, or the Vietnam War provided those veterans meet the following criteria: (1) The veteran either: (a) left a public or nonpublic school located in any state prior to graduation in order to serve in the armed forces of the United States; (b) left a public or nonpublic school located in any state prior to graduation due to family circumstances and subsequently entered the armed forces of the United States. (2) The veteran received an honorable discharge from the armed forces of the United States. (3) The veteran has not been granted a diploma as provided in section 3313.61 or 3313.612 of the Revised Code, a diploma of adult education as provided in section 3313.611 of the Revised Code, or a diploma under this section.
