A student who entered ninth grade for the first time prior to July 1, 2014, is eligible for graduation if the person completes one of the three graduation pathways: (1) score at "remediation-free" levels in English, math, and reading on nationally standardized assessments, (2) attain a cumulative passing score on the end-of- course examinations, or (3) attain a passing score on a nationally recognized job skills assessment and obtain either an industry- recognized credential or a state agency or board-issued license for practice in a specific vocation. (This would be an alternative to the requirement that such students must pass all areas of the Ohio Graduation Tests in order to graduate from high school.) A student who entered the ninth grade for the first time prior to July 1, 2014, and who has not passed all areas of the Ohio Graduation Tests, may be eligible for a high school diploma if the person meets a combined graduation requirement established by rules adopted by the State Board of Education. This combined requirement could be a mixture of the end-of-course exams and parts of the Ohio Graduation Test.. A grandparent who has executed either a grandparent power of attorney or a caretaker authorization affidavit may enroll that student for whom the power of attorney or affidavit applies in the district in which the grandparent resides. It is possible for a grandparent to enroll a grandchild in the grandparent’s district of residence if: the parent still has custody; the child resides with the grandparent; and the child does not require special education services. However, the boards of education of both the child’s resident district and grandparent’s resident district must enter into a written agreement identifying the good cause basis for this attendance and consenting to the attendance. A board of education may propose a current expense levy that can actually increase local tax collections even without new construction. Commonly called a “growth levy,” this tax actually is a fixed rate levy which is applied to the “cumulative carryover property value increase.” It requires a resolution to the county board of elections at least 90 days prior to the election. The resolution provides for the permissible amount of increase (up to but not exceeding 104% of the collections the previous year). School districts may establish a policy of “guaranteeing” a specific level of competency of its graduates, and shall provide sufficient remediation after graduation if the student fails to meet that level. However, such The school district must enroll that grandparent’s student unless any other reason under Ohio law exists to exclude the child.
