The training includes not only the bullying, harassment, and intimidation but also the prevention of child abuse, of violence, of substance abuse, and the promotion of positive youth development. Training also must include the prevention of dating violence and youth suicide prevention and awareness. The four hours of training (which should be completed by all licensed employees) must be completed within two years of employment and repeated every five years thereafter. A school district in a county or counties comprising a vocational education planning district (VEPD), or in a county adjacent to a county or counties comprising that VEPD, may adopt a resolution to join the VEPD with the approval of the board of education governing the VEPD. The resolution will take effect on the sixty-first day following its adoption unless a petition proposing a referendum vote on the joining is filed by electors numbering at least 20% of the voters who voted in the previous General Election. If such a petition is successfully filed, the resolution is stayed pending the outcome of the referendum which must occur at a General or Primary Election held at least 90 days but no later than six months after the petition has been verified. The boards of education of two or more school districts and/or the governing authorities of community schools may enter into agreements to establish a joint or cooperative educational program. Any district that is a party to the establishment or operation of a joint or cooperative educational program may charge tuition or fees to participating students. However, a community school which is a party to such an agreement may not charge tuition or fees (except for tuition for a child to attend an all-day rather than half-day kindergarten program). When there is an even number of districts within a joint vocational school district, one member is to be appointed on a rotating basis among the member districts for a term of one year. The board of education of any local, exempted village, city, the governing board of an educational service center, or any combination thereof may make or contract for a study to establish within one county or within an area comprised of two more adjoining counties a joint vocational school district and for the preparation of a plan so long as it involves two or more school districts. The plan, subject to approval by each of the participating districts and the state board of education, must also specify the composition of the board of education of the joint vocational school district. A joint vocational school district board of education has the same powers, duties, and authority for the district’s operation as are granted to a city school district except for provisions in ORC Chapters 124, 3311, 3317, 3323, and 3331. Ohio law does provide for a method by which a joint vocational school district can be dissolved. The action is initiated by a majority of either the full membership of the JVSD board of education or a majority of the boards of education of the participating districts. A resolution requesting the dissolution is sent to the state board of education, and the resolution must provide the reasons for the proposed dissolution and the plan for the equitable distribution of assets, liabilities, and future expenses.
