The net indebtedness of a school district designated as a special needs district may not exceed the greater of: 12 percent of the sum of assessed valuation plus the product of its assessed valuation times the percentage by which the assessed valuation has increased over the 60- month period prior to an election on the issuance of the securities; or 12 percent of the sum of the assessed valuation plus the product of the assessed valuation times the percentage by which the Superintendent of Public Instruction projects the district’s tax valuation will increase over the next ten years. The 4% and the 9% limit may also be exceeded for the school district share of an Ohio Construction Facilities Commission (OCFC) project. The OCFC must notify the superintendent of public instruction that the district is exceeding this limit. However, any locally funded initiatives required by the OCFC, any other locally funded initiatives (other than those locally funded initiatives designated by the Commission as required so long as these other locally funded initiatives do not exceed 50% of the base cost of the project) and the cost of site acquisition may be approved even though those additional costs will exceed the statutory limit. Board shall provide for the defense and indemnification of employees in an action to recover damages for injury, death, or loss to persons or property caused by an act or omission of the employee if the act or omission occurred while the employee was acting in good faith and not manifestly outside the scope of his/her employment No person can release or permit access to directory information if that information concerning students will be used in a profit-making plan or activity. Those individuals having care and control of those records may require disclosure of the requestor’s identify and intended use of the directory information to determine if the intended use is for a profit- making plan or activity. STEM schools and up to ten school districts that are members of the Ohio Innovation Lab Network are authorized to request a waiver for 2015-16 from the Superintendent of Public Instruction for up to five school years from any or all of the following requirements: (1) Administration of the elementary and secondary achievement assessments, in favor of alternative assessments as proposed in the request for the waiver and as approved by the state Superintendent; (2) Teacher evaluations; (3) Reporting of student achievement data for the purpose of the report card ratings. School districts are among the political subdivisions eligible to apply for support from the Local Government Innovation Program administered by the Department of Development with the oversight of the Local Government Innovation Council. The program is designed to support “qualified innovation projects,” primarily those that support the sharing of services by local political subdivisions. Up to 20% of the Council’s money can be used for grants for process improvements or the implementation of the innovative projects. The remaining 80% is to be issued as loans, which are repaid by the recipients using the savings achieved by implementing the innovation projects.
