Governing boards of educational service centers are no longer required to develop a plan of service for school districts which they serve. Section 3301.0719 was repealed by the General Assembly in 2004.

SICK LEAVE APPROVAL

School employees, upon approval of the responsible administrative officer of the district, may use sick leave for absence due to personal illness, pregnancy, injury, exposure to contagious disease which could be communicated to others, and for absence due to illness, injury, or death in the employee’s immediate family. The sick leave law does not apply for substitutes, adult education instructors scheduled to work less than 120 days per school year, or staff members employed on an as needed, seasonal, or intermittent basis. Sick leave generally is credited at the rate of one and one-quarter days per month. While the statutory requirement is a minimum of 120 days, boards may approve more days with or without limits. While almost all collective bargaining agreements with nonteaching personnel and board policies affecting them specify the one and one- quarter days of sick leave for each month worked, the actual entitlement for these staff members is 4.6 hours for each 80 hours of service. The statute also permits an advance of not less than five days of sick leave for “each newly hired regular nonteaching employee and each regular nonteaching employee of any board of education who has exhausted” accumulated sick leave. However, most board policies and negotiated agreements extend this “advance” to licensed employees as well. council. Districts may apply rules adopted by the state board of education or file with the department of education an “alternative structure” for the operation of the site-based council. The provision does not apply to districts to which one of the following applies: 1)For the 2013-14 school year, the district received a grade of “A” or “B” for the performance index score and for the value-added progress dimension; or 2)For the 2014-2015 school year and thereafter, the district receives an overall grade of “A” or “B” on the district’s report card. Boards of education of city, exempted village, and local school districts may employ persons for “social and recreational work” upon nomination by the Superintendent. School Districts are required to include in the requirements for promotion from the eighth grade to the ninth grade a one year course of study in American history. However, a board may waive this requirement for accelerated students who, in accordance with procedures adopted by the board, are able to demonstrate mastery of essential concepts and skills on the adopted eighth grade American history course of study. School districts with an enrollment over 5,000 students must designate at least one school building to be operated by a site-based management
